Preamble
This document is version 2026-08-01. Core text was ratified on July 6, 2026 (HST) via Council poll 549cf16c (superseding draft 2026-07-02). The 2026-08-01 revision ratifies Ava Ivy’s ecosystem lead-developer role and majority-wins feature-poll gates. Further policy changes use the weighted legislature pipeline.
RootMC operates a survival multiplayer economy where G (Gold) is the sole in-game currency. This Constitution defines how gold enters circulation, how the Server Reserve collects and redistributes it, and how staff and automated systems may pay players.
When this document and live server config disagree, staff publish updates here first. Config files (root-economy.yml, root-essentials.yml, rootmc.yml, root-upkeep.yml, root-ranks.yml, root-loans.yml, root-claims.yml) implement these rules on the server.
Foundational principles
- No money faucet — new players start at 0 G. Gold enters when players mint ore, sell items, trade with each other, or receive treasury redistribution.
- Closed-loop treasury — the Server Reserve (
Server-Reserve) collects taxes and service fees, then pays grants, loans, votes, milestones, and approved outflows. It does not print gold from nothing.
- Gold-backed balances — wallet G represents a claim on physical gold at the fixed mint peg (see Gold redemption).
- Player-priced shops — players set listing prices. The optional rolling-average ceiling is currently disabled; use
/shop avg <item> before trading.
- No server shop — all item purchases come from player chest shops.
Governing body & reserve positives
The RootMC governing body (staff and designated leadership) administers the Server Reserve. When the reserve runs a surplus (positive balance or net inflows), the governing body decides how to use those positives — staff grants, loan capacity, vote pools, playtime milestones, events, and other approved outflows.
Ava Ivy administers technical direction and implementation under passed votes; reserve discretionary use stays staff + Council.
Discretionary policy sets timing and priority as long as outflows debit the treasury ledger and follow this Constitution. Reserve negatives are permitted — outflows still debit the ledger; inflows refill over time rather than minting.
Players audit reserve activity with /reserve, /baltop, and the web economy page (Server Reserve section). Community input on reserve use and server policy uses governance voting power (Vote Shards in /ec × Pro / Lifetime multiplier).
Citizen legislature & governance voting
RootMC runs a web-first citizen legislature. Full proposal and bill text lives on rootmc.net/council. Discord #proposals posts links and discussion threads; #voting hosts weighted Council polls. All voters must accept the Terms of Service and verify a linked Minecraft + Discord account at rootmc.net/verify.
Pipeline
- Submit — in-game only: any linked player may run
/proposal <idea> (64 G → Server Reserve). Ava publishes the formal proposal and Discord thread. Verified players may discuss in-thread. Vote — only Council voters with Vote Shards cast weighted votes.
- Discuss — thread replies are summarized into neutral bill text before compilation.
- Weekly bill — each Sunday (HST), pending proposals that have been published at least 3 days compile into one bill with a 48h amendment window on the site. Late-week submissions (e.g. Saturday) roll to the following week.
- Council vote — weighted For / Against / Abstain in #voting (text reply or site; Discord buttons retired) and on the site. Ava Ivy seeds vote_yes / vote_no / ➖ at poll open. Metrics show weighted % and voter count.
Eligibility
- Propose — any linked player (Discord + Terms) via in-game
/proposal. Vote Shards not required to submit.
- Vote — Council voters need Vote Shards in
/ec (physical shards / Block / Geode). Inventory holdings do not count. Check /vote or /voteshard power.
- Discuss — any verified (linked) player may talk in the proposal Discord thread.
- Terms accepted at rootmc.net/terms (current version) for proposing, amending, and voting.
What determines your voting share
Each eligible voter holds a share of 100% of total governance power — all shares sum to exactly 100%. Outcomes use weighted tallies (not one account = one vote).
raw = ec_vote_shard_count × vote_multiplier
share = raw ÷ Σ(all players' raw) → your % of 100%
ec_vote_shard_count = total voting power of Vote Shard items in your double /ec (shards, blocks, and geodes)
vote_multiplier = 1 normally
= 2 when RootMC Pro is active (paid subscription, one-month voucher, or redeemed Pro window such as weekly Top Active Player)
= 3 when RootMC Lifetime is active
= 5 when Pro + Lifetime are both active (2 + 3)
Playtime does not multiply Council weight. Shards outside /ec do not qualify.
After raw weights are computed, Ava Ivy receives a synthetic Council seat equal to 25% of total share (raw weight = one-third the sum of every other voter), then shares renormalize to 100%. She auto-votes for by text when a poll opens.

Vote Shards & listing votes
Each verified listing vote on a host still grants Appreciation Tokens and mints +1 Vote Shard weight into that host’s double /ec (or a pending queue if full). Claims and Towny keep separate ender chests and separate shard ledgers — trading shards on Claims does not move Towny weight. Merge only inside /ec with /voteshard merge (shards → block → geode). Plain amethyst never counts.
Pay to steer — Pro ×2 / Lifetime ×3 / both ×5
Membership multiplies EC Vote Shard weight before share math — more say on what ships, never combat or loot P2W. Pro (subscription, one-month voucher, or redeemed Pro window such as weekly Top Active Player) is ×2. Lifetime is ×3. Pro + Lifetime stacks additively to ×5. Lifetime-only stays ×3 even if Lifetime redeem also flagged Pro access; ×5 needs Lifetime plus an active Pro window. See rootmc.net/pro.
Ava Ivy — ecosystem lead developer · Director of Resources
Role: lead developer of the RootMC ecosystem (plugins, API, site, staff tooling) and Director of Resources for Root Record — she owns the audit of the Root Record ecosystem (public ava.rootmc.net/finance, fiscal calendar). She proposes, plans, and implements after a passed vote gate.
- Bug lane: verify fully → fix. No proposal required.
- Feature lane: proposal thread + weighted poll. Never ship without pass.
- Solo authority: ban / mute / kick (cool-down + dual-signal before bans); routine maintenance; self-evolution of prompts/tools/logging/routing.
- Never alone: mass bans; economy rate changes; claim wipes; vote-weight changes (except the locked Ava 25% Council seat); treasury grants without Council pass.
- Protected: admins scored but never banned by Ava.
- Emergency stop: Alexrs94 + Melee can pause RCON/file writes without killing chat.
- Escalation: threats, self-harm, real-world crime → humans immediately.
Ava Ivy Council seat
Ava Ivy holds a locked Council seat on Ava_Ivy (78c3de61-0fd6-4800-9eda-cc178eaae34b): each snapshot gives her 25% of total governance share (raw weight = one-third the sum of every other voter). She casts by text only and auto-votes for when a poll opens; she also seeds vote_yes / vote_no / ➖.
Reaction → vote-factor
Discord reactions on vote messages may contribute a vote-factor in activity scoring. Reactions do not replace text for / against / abstain or formal Council ballots.
In-game proposals
Any linked player can submit ideas with /proposal <message> (the only create path). The fee is 64 G to the Server Reserve. Ideas land on the official queue; Ava alone publishes the formal citizen proposal when online (or on wake/boot catch-up). Verified players can talk in the Discord thread after it appears. Council voters (Vote Shards in /ec) cast weighted votes and earn 3 G once per proposal when their verified vote is first recorded.
Separate from vote Gold rewards
Listing sites also pay 1–20 G per confirmed vote to your wallet from the Server Reserve. Casting a verified Council proposal vote (site or Discord text) pays 3 G once per proposal from the Server Reserve (changing your vote does not pay again). Those payouts are independent of governance power. Net worth does not affect Council weight.

Feature development polls
- Each feature proposal: 7-day weighted For / Against / Abstain in #voting (+ site)
- Majority wins (primary): at close (or when called), weighted For > weighted Against among cast ballots → pass → implement. Abstain does not count toward For or Against
- Fast ship (optional): ≥75% For anytime → implement immediately
- Day 7 / close: if For does not beat Against → close (reopenable)
Weekly bill vote
- Proposal published ≥ 3 days before Sunday (HST) compile
- 48h amendment window after the bill posts
- Council vote runs 7 days — For / Against / Abstain
- Leading option needs >50% of cast weighted votes
Treasury grant vote
- Eligible linked players may request 1–10,000 G from reserve at /governance/grant/
- Proposer cannot vote on their own grant
- Pass or veto: weighted For > Against (Abstain does not break ties)
- That majority must hold 24 hours unchanged — then auto-payout or veto
- Poll may stay open up to 30 days
Weighted tallies
- Each ballot uses your current share % as vote weight
- Site and Discord #voting text (or the site form) count the same weight — Discord buttons are retired
- You may change your vote until the poll closes (grant clock resets if majority direction flips)

Map return grant (ended)
Program closed July 2026. The one-time 1000 G map return grant and /cmdtest onboarding rewards are disabled in live config. Historical rules below apply only to players who already claimed or were pre-marked at map launch.
After the Paper 26.2 map launch, returning players could claim a one-time 1000 G grant from the Server Reserve while the program was active.
Eligibility (historical)
- First joined RootMC before 1 July 2026 (HST) — any amount of playtime qualified; no minimum hours.
- Discord linked —
/link in-game, then rootmc.net/verify.
- One claim per account — tracked server-side.
- Town resettlement — players who already received the equivalent 1000 G at map launch were marked pre-claimed.
How it worked
/link (or /link) → complete Discord verification.
/rootstat claim-return (alias /rootstat claim-return) while enabled.
Gold debited the Server Reserve ledger (map-return-grant). New players who first joined on or after 1 July 2026 (HST) were never eligible.
Gold-backed Notes
Wallet G and Reserve Gold (Server-Reserve vault) together form circulating Notes — digital claims backed by physical gold at the mint peg.
- Backing — post-reset
/mint gross (physical gold → wallet G) plus Reserve Gold in the vault.
- Circulating Notes — player wallet G + Reserve Gold (not claim banks or other system banks).
- Over-issue — when treasury grants or opening carryover issued Notes without matching
/mint, the economy tracks unbacked debt. Past overrun is retired via tax burns and reserve corrections; live /mint backing is tracked separately on the economy page.
- Transaction tax — withheld from the gross amount on
/pay, shop payouts, and /mint wallet credit. The live rate keys off the July 1+ reserve ledger: 0% at ≥1,000 G · 1% below 1,000 G · 2% below 0 G · up to 10% at deep deficit. It normally credits the reserve; while Notes are over-issued and the reserve ledger is non-negative, it is burned instead. Check /tax.
- Voluntary burns —
/pay reserve <amount> destroys Notes from your wallet (donation burn), lowering circulating supply.

Server Reserve
The Server Reserve is the treasury vault account Server-Reserve. It is the same closed-loop treasury shown on /baltop (no args) and /reserve. It does not appear on player leaderboards.

Audited economy totals distinguish physical mined (ore & blocks via /mint) from all gold found (loot, mobs, chests) and from over-printed grants (treasury GRANT outflows). The June 2026 reserve carryover of 2,097.43 G at 1 July 2026 00:00 HST is reserve net — not gold mined. Charts on rootmc.net/economy compare Reserve balance to combined player wallets + scanned physical gold in storage.

Gold debited from the Server Reserve. All listed payouts require treasury balance (or ledger debit even when balance is negative).

The reserve is redistribution only. Outflows debit the Server-Reserve ledger. Public eligibility and payout projections are not shown on /reserve, the web, or Discord. A negative balance on /reserve means outflows temporarily exceed holdings — not free minting.

Automated functions and grant-type payouts always debit the Server Reserve — never direct wallet minting.

Large treasury payouts that deliver physical gold follow Gold redemption (blocks first, then portable carriers when inventory is full).
Gold redemption
All Gold is redeemable. Wallet G converts to physical gold items at the fixed mint peg:

Redeem with /mint gold <amount|max>. Deposit with /mint hand or /mint all. Deposits receive the mint value minus the current 0%–10% transaction-tax tier; the configured 0.1% rate is only the fallback when dynamic tax is disabled.
Overflow & large payouts
When paying stacks of gold blocks and the player cannot fit more gold in inventory, the server uses portable gold carriers in order:
- Gold blocks (and ingots/nuggets) — standard mint peg items
- Satchels / handbags — compact redeemable gold storage
- Leather carriers — lowest-tier portable form when space is tight
Carriers hold redeemable Gold at the mint peg; minting them credits wallet G like physical gold. Prefer carriers over leaving wallet-only credit or dropping loose stacks on the ground for treasury grants.
Net worth
Net worth measures total wealth — not wallet balance alone.
net_worth ≈ wallet G + valued inventory + redeemable gold in player chests + shop stock + physical gold in storage (mint peg)
- Physical gold items (blocks, ingots, nuggets, and approved carriers) are valued at the mint peg.
- RootMC periodically scans player inventory, ender chests, shop chests, and loaded containers for physical gold in storage — reported on economy overview and reserve supply checks.
- Gold stored in player-specific chests (and ender chest, inventory snapshots) counts toward net worth on sync.
- Shop stock is valued at the blended buy-side reference — median in-stock sell average (what buyers pay) blended with recent price history — not each shop’s own listing price.
- Claim-bank and system-bank balances are separate from player net worth on web leaderboards.

Activity Dividend (public metrics removed)
Eligibility counters, payout pools, and projections are no longer published on /reserve, rootmc.net/economy, player profiles, in-game holograms, or Discord reports. Historical DIVIDEND ledger lines may still appear in the treasury audit.

Transaction tax — reserve ledger tiers
The payer or buyer is debited the quoted gross amount. Tax is withheld from that gross, so the recipient or seller receives the net. The tax normally credits the Server Reserve.

Base config transaction-tax-rate: 0.001 (0.1%) applies only when dynamic tax is disabled. Live tiers match /tax in-game. Host overlay (solar underpowered +10%, CPU +1% / +3%) is added to the ledger tier — see economy guide — solar & CPU. /mint backing is tracked separately — a fully backed wallet supply does not override a negative reserve ledger tier.
Over-issued Note retirement
The reserve-ledger tier always decides the rate. If Notes are over-issued and the reserve ledger is non-negative, collected tax is recorded as NOTE_BURN and destroyed instead of credited to the reserve. If the reserve ledger is negative, tax refills the reserve.
Death fee — 15% of wallet
Applies to all deaths. The fee is 15% of wallet balance, with a 1 G minimum and a cap at the available wallet balance. Environmental deaths send the full fee to the reserve. PvP deaths send 40% to the reserve and 60% to the killer.
Inactivity tax
Root-Upkeep runs each Minecraft day (~30 real minutes) after 30 real inactive days. Days 30–36: 1%; days 37–43: 5%; days 44–50: 10%; day 51+: 100% of current balance per MC day. Minimum balance and charge are 0.01 G. The same tiers apply to configured non-player banks when no qualifying activity is detected.
Personal loans
Default cap 100 G; with purchased ranks, cap equals that tier’s /rank buy price (up to 150,000 G). Borrowing adds 10% interest immediately, then the amount owed accrues 1% per real day. One active loan; disbursements come from reserve.
Claims & territory
Root-Claims is the active land system. Claims create a protected radius and a wilderness territory buffer (48 blocks in current config). Trust (/c add) controls ally behavior in that territory. Expansion pricing is claim-bank based; unclaim refunds and bank returns follow Root-Claims config.
Shop pricing cap
The optional 110% rolling-average ceiling is currently disabled. Players set prices; /shop avg <item> remains available for comparison.

Conduct & fair play
- No cheating — x-ray, dupes, unfair clients, or exploit abuse.
- Honest trade — disclose shop terms clearly and do not scam; compare prices with
/shop avg <item>.
- Respect other players and staff decisions on reserve grants and governance.
- Ava Ivy may moderate per server rules; admins are exempt from her bans. Safety/legal reports escalate to humans — never gossiped.

Land control is governed by Root-Claims: protected claim circles, territory buffers, trust permissions, and satellite alerts. Claim creation and expansion fees debit the Server Reserve per the rate table.
